Q: Will this get hot outside? Needing something for pool slide steps so feet don’t burn.

This is black so it will get hot in the sun. Don’t think that this is a good application.

Q: Would these work to make carpet stair treads non-skid (and not leave marks on the floor)?

You`d be better off using a product specifically made as stair treads

Q: Is the adhesive for this foam 100% waterproof? E.g., if applied dry, could it then be submerged in saltwater for a year and retain good bonding?

The adhesive on the back of this neoprene is very strong but, I don’t remember if I read or saw that it would resist constant water .

Q: I have a computer case that is smooth metal so very slick. Could this be used to make the case easier to hold?

I’m sure it can . You could cover the entire back or can cover around edges to facilitate holding easier .
