Q: Why does the description state "punch down" when these appear to be female to female connectors?

I don't have an answer for the poor description, but they are definitely female-female couplers.

Q: Will this do cat6A 10GB ethernet?

CAT6A is backwards compatible and will work with this. However, it is important to note that these may not be capable of transmitting at the 500MHz frequencies used by CAT6A. If they are not, then this would create a bottleneck for you and reduce your 10G speeds of CAT6A down to the 1G available from CAT6. I tried to find the maximum frequency in the details and was not able to find it. I imagine these will work with CAT6A cables but will make them function as if they are CAT6.
